Where the wide letters come from
Fullwidth forms exist because of East Asian typography. Chinese, Japanese and Korean characters occupy a square cell, and when Latin letters appear alongside them, half-width letters break the grid. So Unicode encoded a full-width version of every ASCII character, sized to match.
Vaporwave adopted them in the 2010s for the same reason it adopted a lot of early-90s Japanese design: the aesthetic was already there, and the characters carried an accidental nostalgia.
Fullwidth or letter-spaced
Fullwidth uses genuinely different characters, so the spacing survives anywhere. Letter-spaced simply inserts real spaces between letters — cruder, but it works with any character including emoji and accents, and it degrades to something readable rather than to boxes.
