Three different kinds of small

Superscript sits raised above the line and is the most complete of the three, covering the whole lowercase alphabet and the digits. Small caps are capital letters drawn at lowercase height, which reads as quiet rather than tiny. Subscript sits below the line but is the most limited: Unicode only ever encoded the letters that showed up in scientific notation, so several are missing.

For a bio or a username, superscript usually looks best. For something meant to be read, small caps stay legible at normal sizes where superscript starts to strain.

Why some letters do not shrink

These characters were added for chemistry, mathematics and phonetics, not for decoration, so coverage follows what those fields needed. Subscript has no b, c, f, g or q because nobody was writing them below the line in a formula. When a letter has no small version, it is left at normal size — which is why a word can come out looking uneven.
