Why Unicode has all of this
None of these characters were created to make text look odd. Fullwidth forms came from East Asian typography, blackletter and monospace from mathematics, small caps from phonetics, the upside-down letters from the International Phonetic Alphabet. Each was added to solve a real problem for a real field.
What they have in common is that they look like Latin letters wearing a costume, which is why they were all repurposed the moment people noticed they could be pasted into a username.
Weird has a cost
Unusual characters are the ones most likely to render as boxes on an older device, most likely to be stripped by a form validator, and most likely to confuse a screen reader. That is a fine trade for a display name and a bad one for anything that needs to be read or found.
