A line made of characters
There is no strikethrough in plain text, so the line is built the same way an accent is: a combining mark placed after each character, which the renderer draws through the letter it follows. String enough of them together and you get a continuous line across the word.
Because the mark attaches to a character, the effect travels with the text. Copy it somewhere else and the line comes along, which is not true of real formatting.
When to use it
The rhetorical crossed-out joke — saying the thing and visibly retracting it — is the most common use, and it needs the strikethrough to survive the paste, which is exactly what this does. It is also used for old prices, completed items and edited posts.
One caution: because the line is made of separate characters, some systems strip the marks and leave the text uncrossed. The words remain; the retraction does not, which can change the meaning.
